Cobra has switched tactics on a global scale. They have broadened their Crimson Guard infiltration program across several continents and are making progress into several black markets and new technological fields. Of particular concern has been their ability to establish several homefronts openly in many countries. Their new international status has bought them into some criminal circles.
General Hawk is still recovering from injuries to his back, and most G.I. Joe team members believe he has taken a less active role in the team's day-to-day operations. Duke refused the promotion to be a commanding officer of the team, which led to General Colton coming out of retirement as the new CO. Warrant Officer Flint has become the Executive Officer of the team, and Duke retains the position of Chief NCO* and field team leader.
